a flock of Kawanishi E7K Alf's ?
With the double interplane struts and twin-floats it could be a Navy 13 Trainer K1Y2, a Navy Avro 504S or a Yokosho E1Y2/3. It is hard to tell. Cheers.
Great footage! These IJN aviators display the highest level of flying skills, probably better than in any other navy of the period.
